Local Waters Combined Bylaw 2025
The Local Waters Combined Bylaw came into effect on 1 July 2025 and means we now have one combined bylaw covering all our local water services. Previously there were three different bylaws (Water Supply, Wastewater and Trade Waste) and no stormwater bylaw.
Purpose of the bylaw
The overall purpose of the bylaw is to facilitate an integrated approach to Local Waters management in the Horowhenua District that recognises the interdependencies between each of the four water services (water supply, wastewater, trade waste and stormwater) managed under this bylaw and promotes their sustainable use and management and recognition of Te Mana o Te Wai.
Doing this is intended to make accessing comprehensive information easier for our community and those working with the water services. The bylaw is separate from the Government’s own Local Waters process, but it does ensure our own rules are up-to-date and in a better form for whatever the future arrangements for delivering our local waters are.

Revocation
The following three Horowhenua District Council Bylaws were revoked with immediate effect following the adoption of the Local Waters Combined Bylaw 2025:
- Water Supply Bylaw 2020
- Trade Waste Bylaw 2015
- Wastewater Bylaw 2015.
Bylaw review
This bylaw will be reviewed in June 2030.
