On 1 November 2024 Horowhenua District Council brought operating and maintaining drinking water, wastewater and stormwater services back in-house.
The population of Horowhenua is growing by more than 500 people every year and we expect the district will grow by a third by 2040. Find out about the feasibility studies being undertaken in the 2019/2020 financial year for water and wastewater services in two of Council's growth areas, being Ōhau and Waitārere Beach.

Central Government is transforming the way drinking water, wastewater and stormwater (the three waters) are delivered in Aotearoa New Zealand through the 'Local Water Done Well' plan. Councils must develop service delivery plans by September 2025. Horowhenua District Council is actively working on a water service delivery plan, exploring regional collaboration options.
