Dog Control Policy 2025
Horowhenua District Council reviewed its Dog Control Policy in April 2025. The final policy was adopted by Council at its meeting on 25 June 2025 and comes into effect from 30 September 2025.
The policy seeks to achieve a balance between the control of dogs and recognition of the community benefits associated with responsible dog ownership.
Objectives of the policy
Horowhenua District Council aims to promote responsible dog ownership that allows owners to enjoy their dogs while respecting the safety, enjoyment and wellbeing of others.
Responsible dog owners should:
- register their dogs and make sure they wear a current registration tag;
- keep their dogs under control;
- provide their dogs with care and attention;
- provide their dogs with proper and sufficient food, water, shelter, and exercise;
- not let their dogs be a nuisance to others;
- make sure their dogs do not injure, endanger, intimidate or distress any person or other animal or damage property;
- comply with the Act, any regulations and the Dog Control Bylaw.

Repeal
On the adoption of the Horowhenua District Council Dog Control Bylaw 2025, the Horowhenua District Council Dog Control Bylaw 2015 shall be repealed.
