Foxton Beach Endowment Fund

The Foxton Beach Freeholding Account (now known as Foxton Beach Endowment Fund) was set up when Horowhenua District Council succeeded the Manawatu Borough Council in 1989.

What became the Freeholding Account came from land (leasehold payments) endowed by the Crown under the Reserves and Other Lands Disposal Act 1956 to the Manawatu County Council as the Corporation administering and controlling the land after the Harbour Board's abolition in 1955.

Horowhenua District Council decided it would be wise to develop a strategy in consultation with the Foxton Beach community to guide the use of the fund to ensure that the considerable sum of money available from the lease, freeholding and sale of the original land, additional land purchased and other investment return by the fund is used in a way that meets the legislative requirements of the endowment and provides for the wellbeing of the inhabitants of Foxton Beach.

How this account is managed is set out in the Foxton Beach Endowment Fund Policy adopted 10 September 2025. During the process of reviewing the policy, the name 'Foxton Beach Endowment Fund' was embedded and it will now been known as that.

Foxton Beach Endowment Fund Policy

The Foxton Beach Endowment Fund Policy applies to the current and future use of the Foxton Beach Endowment Fund and was developed in consultation with Elected Members, Te Awahou Foxton Community Board, descendants of Papangaio J Block and the community.

The current policy was adopted by Horowhenua District Council on 10 September 2025.
