Solid Waste Bylaw 2026

The Solid Waste Bylaw 2026 was adopted at a Council Ordinary meeting on 24 June 2026 and comes into effect on 1 July 2026.

Purpose of the Bylaw

The Solid Waste Bylaw 2026 supports the safe, efficient, and sustainable management of waste across the Horowhenua District. Its objectives are to: 

  • monitor and regulate the collection, transportation, disposal and management of waste in such a way as to encourage minimisation of waste being generated and disposed of in Horowhenua District.
  • promote Council’s waste minimisation and waste reduction objectives.
  • assist in the implementation of Council’s Waste Management Plan and the New Zealand Waste Strategy.
  • ensure effective and efficient waste management in the Council’s area.
  • impose specific performance standards and requirements for waste collection, transportation, disposal and treatment services for the benefit of the public.

Future Review

As part of the development of the Long Term Plan 2027, Council will undertake a broader review of waste services, which will include opportunities for community consultation.

Depending on the outcomes of that review and public feedback, the Solid Waste Bylaw 2026 may be updated in the future to reflect any changes to waste services. In the meantime, the bylaw will remain in force and continue to guide waste management activities across the district.
