What’s changing, why, and what it means for Horowhenua 

Central government is progressing a wide-ranging programme of reforms that will change how councils operate, what we are responsible for, and how services are delivered. 

These reforms are being advanced through a series of new Bills, amendments, and consultation processes. Together, they represent some of the most significant changes to local government in decades. 

At Horowhenua District Council, we are actively engaging with this work, reviewing proposed changes, and advocating for our district. Our focus is on understanding what the reforms could mean locally and making sure Horowhenua’s voice is heard.

Why central government is proposing change 

The Government has indicated the reform programme is intended to: 

  • Help keep rates and household costs more affordable 
  • Strengthen how councils manage money and plan long term 
  • Clarify what councils are responsible for delivering 
  • Improve transparency, performance, and accountability 
  • Simplify complex systems and reduce duplication 
  • Develop a more responsive resource management/planning system

These conversations are happening at a time when councils across the country are facing rising infrastructure costs, ageing assets, growth pressures, climate impacts, and increasing regulatory requirements. 

Council’s view on reform 

Council agrees that change is needed. Many parts of the local government system were designed decades ago and have not kept pace with growth, ageing infrastructure, climate pressures, and increasing regulatory requirements. 

For a long time, Council has also advocated for improvements to how local government is funded, including the need for additional funding sources alongside rates. Relying mainly on rates places increasing pressure on our community. 

We support reform that improves financial sustainability, provides clearer direction about council roles and responsibilities, and enables councils to plan and deliver essential infrastructure and services in a more affordable and sustainable way. 

We will continue to engage with central government, advocate for fair and practical settings for districts like Horowhenua, and keep our community informed about what’s changing and what it could mean locally.

Any submissions made by Council will also be published on this site.

Council will also be engaging extensively with the community about what is important to our community for both services we deliver and representation, as we prepare our Long Term Plan 2027  which will implement changes to Local Waters and the purpose and future focus of local government.
