Horowhenua Economic Development Strategy 2025-2035

Council has adopted a new Economic Development Strategy to guide how we grow a thriving, resilient economy in Horowhenua over the next 10 years.

The strategy provides a long-term framework for realising the opportunities ahead, including the Ō2NL expressway, population growth, and major infrastructure investment, while making sure the benefits are shared across the whole community.

The work has been informed by:

  • independent research from Sage Bush and Infometrics
  • Council's Long Term Plan 2024-44 and Community Outcomes
  • a working group of Council, THCL, iwi and hapū, and business representatives
  • current economic data, including GDP, employment, and income indicators for the district

The strategy identifies four priorities:

  • realising the opportunities from Ō2NL, including a revitalised Levin town centre and new transport connections
  • delivering a clear land supply and development strategy for commercial, industrial, and residential growth
  • promoting Horowhenua as a place to invest, work, and visit
  • fostering a diverse and vibrant community that attracts and retains skilled workers and their families

Importantly, the strategy itself does not commit Council to specific projects or funding. Priority actions, projects, and partnerships will be set out in an Implementation Plan, and progress will be tracked against a set of economic indicators through to 2035.
