Council Direction Setting 2025-2028

On Wednesday 10 December 2025, Council endorsed its priorities for the 2025–2028 triennium, setting the direction for the next three years.

The Direction Setting framework provides clarity on where Council will focus its energy and decision-making over the term, reflecting community voices and local aspirations.

Our priorities

Council agreed to focus on three priorities:

  • Going for Growth
  • Future-Fit Horowhenua District Council
  • Financial Discipline

Together, this focus on growth, reform and financial discipline forms the foundation for Council’s work over the coming term, alongside delivery of the Long-Term Plan and our vision of Enabling what matters.
