A resource consent is required for land use activities that are not listed in the District Plan as Permitted Activities or for activities that do not comply with the Permitted Activity Conditions.

New Buildings and Extensions to Existing Buildings
Horowhenua District Council's Bulk and Location Requirements brochure sets out the relevant rules that need to be complied with for new buildings and extensions to existing buildings in the Residential, Greenbelt Residential and Rural zones and outlines the requirements for dwellings, family flats and accessory buildings in the Residential, Greenbelt Residential and Rural Zones. It includes:
- height of buildings;
- maximum building coverage and permitted floor areas for Accessory Buildings;
- building setback from boundaries; and
- daylight setback envelope.

Signs in Residential and Rural Zones
Advertising signs that are not located on the site of the activity or business being advertised require land use consent. Horowhenua District Council's Signs in Residential and Rural Zones brochure sets out the rules that need to be complied with for advertising signs, including temporary event signs, and the guidelines for the erection of advertising signs. It includes:
- types of signs that are Permitted Activities;
- Permitted Activity Conditions for signs in the Residential and Rural Zones;
- signs that are not permitted; and
- other matters to consider.
