Every council plan is different, so just because you didn't need a consent in one district doesn't mean you won't need a consent in another. There's also likely to be a difference between areas within a district or region.
The subdivision of land requires resource consent, even if it's only a boundary adjustment where no additional sites are created.
A resource consent is required for land use activities that aren't listed in the Horowhenua District Plan as Permitted Activities or for activities that don't comply with the Permitted Activity Conditions.
If your activity complies with all of the rules in the Horowhenua District Plan, except that it breaches a rule in relation to a neighbour’s boundary, you might be able to apply for a deemed permitted boundary activity instead of a resource consent.
