Candidate Profiles

Each candidate for the 2025 Local Body Elections has prepared a candidate profile statement. This statement is the same as the one contained in the Pārongo me ngā Kōrero Kaitono | Information & Candidate Profiles booklet which will be supplied along with voting papers.

Candidate profile statements can be viewed on the folllowing pages, including candidate videos where available, along with each candidate's contact details.

We invited all candidates to step in front of the camera and share a quick snapshot of who they are and why they’re standing. Each had up to 90 seconds to cover:

  • introducing themselves
  • what are their top priorities
  • why they believe they are right for the role
  • what they see as the biggest challenges facing the district.

These short videos are designed to give you a quick first impression. We encourage you to look up the candidates on their own platforms or reach out to them directly if you’d like to know more about their views.

Kere Kere General Ward - Electing 2 Councillors

My principal place of residence is in the Kere Kere General Ward area.

There have been challenges this term including preparing our district for a sustainable model of Local Waters Done Well. I believe we are on track towards a credible outcome.

 We are also on track to deliver a balanced budget in the 2027-2028 financial year - evidence of judicious financial restraint. We are the fastest growing district in the lower North Island. This must be front of mind in all our decisions. Growth which is embraced and well managed enriches the lives of the current residents along with our new arrivals. There is amazing vision taking shape in the form of the Levin Town Centre.

This, with the recently adopted Shannon and Foxton/Foxton Beach Community plans, is evidence of a council which is holding hands with others in responding to the opportunities which will come with this growth.

After serving on the Te Awahou Foxton Community Board these last 3 years, I am offering  my services to the Kere Kere Ward ratepayers of HDC. I trust the community have seen my efforts to grow their voice and hear their issues. By stepping up to the council table I hope to continue strong advocacy and actively contribute to decision making. I believe good proactive communication between local government and ratepayers is key to good outcomes and people being heard on what they want for their community.

I live at Foxton Beach with my husband of 41 years, a permanent resident since 2015. Currently I spend 3+ days a week volunteering at Wildlife Foxton Trust as a working trustee; am a trustee of Manawatū Estuary Trust, Te Awahou Foxton Community Board appointee to the MAVtech Trust and chairperson for Foxton War Memorial Hall Society Inc.

My reasons for standing are to serve our community, make best use of my skills and experience and to represent our community. I have proven community engagement skills with my experience on the Te Awahou Foxton Community Board and, since 2023 as Chair of the Manawatu Estuary Management Team. After two years of successful work, the team has produced the Manawatu Estuary Plan 2025 to 2035 and is working hard now to update the 2009 HDC plan for our coastal reserves at Foxton Beach. I am a successful, small IT business owner with proven entrepreneurial, analytical and problem solving skills. I think strategically, am a good listener and am not afraid to make tough decisions. My priorities are transparency, public engagement and championing no rushed decisions. Vote for me to optimise upgrading our ageing water infrastructure at lowest cost and deal with our exploding debt situation.

Hi, my name is Vivienne (Viv) Bold. I was born and raised in the Horowhenua. I went to Levin School and Horowhenua College. Qualified Caregiver and Diversional Therapist, A Sole Trader Business Women for 15 years in Wairarapa (until a massive car accident in 1992). I have worked right up to my retirement, working in The Local Op Shop, treasurer for ratepayers Ass for 7 years; Church Council and Jack Evening meals for 5 years. 7 Years, I have been interactive with HDC. I have learned about their activities. They seem to be less and less caring for the community voice listening only to citizen panel of their own making. The Grendlier Ltd 99 year lease to occupy Muhunoa East Land, allows the leaser to change conditions, or owner, if they want (Dec agenda). This years LTP, no voice from community; just wishes on Targeted Ratepayers and old councillors agreed.

Born and bred in Levin, I left in my early twenties and returned with my family 20 years ago. I’m proud to be part of five generations of the Collis family who have called Horowhenua home. Since returning, I’ve enjoyed reconnecting with the people and the beauty of this place. In 2006, I joined a group of passionate locals to launch the Horowhenua Kids Teens and Family Trust, establishing Hinemoa House, serving as the founding chairman. In 2011, I worked with another group of committed locals to establish Lifegate Network Trust, where I currently serve as chairman. From this Trust, we launched our food security programme – Hope Hub, which continues to make a meaningful difference for families doing it tough. I also serve as the founding pastor of Hope Centre in Levin. If entrusted with the role of District Councillor, I will listen, collaborate and serve.

Community success is important to me. Our whānau have been in the Horowhenua for generations and continue to contribute to the environment, educational success and wellbeing of our community. This is seen through my mahi in Te Hākari Wetland Restoration and Wehipeihana Re-Forestation Projects. Having been Principal of Te Kura-a-Iwi o Whakatupuranga Rua Mano I understand the importance of ensuring we pass on knowledge and grow future leaders for Horowhenua. I've raised three sons here, run a kaumātua fitness business, worked in council and served on a school board. I have also received a NZ’r Year Local Hero Award for my community work. A xennial born in 1977, I grew up in Levin under shared guardianship as a ward of the state. Life’s challenges built my resilience, sharpened my instincts, and instilled a drive to serve for common good. After gaining professional experience across five major cities, I’ve returned to give back to the region that raised me. A vote for me is a vote for local prosperity. I’ll focus on creating revenue-generating assets to ease rates and ensure smart spending on essential services. I was born and educated in Levin. My career in construction started here. Besides working for a major Civil Construction company on infrastructure projects and the Earthquake Commission (as a claims consultant overseeing the Canterbury residential repair programme), I’ve primarily worked in the local area. For the last 8 years, I’ve been active with the Waitarere Beach Progressive and Ratepayers Association (5 years as President).

This has allowed me to work closely with elected members, senior officers of Horowhenua District Council and Horizons Regional Council. I’ve developed a deep understanding of the needs of the wider Horowhenua community. I’m proud of the achievements made in community and safety projects. My understanding of uniquely local issues, and recognition of the diverse communities contained within drives my desire to continue contributing to the community, with my broad practical experience, I believe I can serve the interests of the Waiopehu Ward well.

Before starting my business, I served 16 years with New Zealand Police, working in policy and leading community policing initiatives. I’m standing in Waiopehu because this ward deserves strong, experienced leadership. I’ve served two terms on Council representing Levin, where I’ve been a consistent voice for fiscal discipline, transparency, and common sense – challenging spending and keeping Council focused on core infrastructure and essential services, not ideological fluff or vanity projects. Living just outside the ward boundary near Levin and having previously lived in Manakau, I have strong ties to the Waiopehu community. I know the people, understand the challenges, and I know how Council works. With major government reforms, tight budgets, and significant decisions on the horizon, Waiopehu needs someone who can deliver from day one. Dan OKANO

I’m standing to restore logic, transparency, and accountability; before short sighted choices become long term problems. I bring experience in high stakes engineering, financial oversight, and problem solving. My career includes developing submarine rescue systems for the US and Australian Defence Forces, and building atmospheric diving suits—projects where lives depended on infrastructure that worked and accountability that was non-negotiable. I was born near Vancouver, Canada, where poor planning drove up house prices, strained infrastructure, and pushed out families. My generation was priced out of where we grew up. This taught me growth must be driven by long term thinking, not short term politics or profit. Now living in Levin with my family, I see similar warning signs. We must act with foresight to keep rates affordable, protect our character, and invest in infrastructure that serves us. Let’s make common sense common again.

William RANGINUI

My principal place of residence is in the Waiopehu General Ward area.

I was born in Wanganui and raised on a family farm.

I joined the NZ Army and was trained as a logistics specialist which included the authority to procure equipment for military requirements. I was trained in movement of freight by sea, air and roading (land). After discharge from the military, I attended both NZIHT (New Plymouth Polytech and Maritime Division Manukau Polytech).

I attended courses for Business Management then applied for my security guard licence as a licensee back in 1988 and contracted out in New Zealand and Australia which I had a licence to operate in NSW and Victoria. I stood for Wanganui Rural Community Board Members during the election and made it and also was a member of the Wanganui District Council Volunteer Fireman. After having the privilege over the past 12 years of representing you on Council I am standing for Te Awahou Foxton Community Board to continue to represent and strongly advocate for the Foxton & Foxton Beach areas. Horowhenua continues to grow and with the pending construction of O2NL highway we will continue to see that growth, this needs to be carefully managed. I am concerned about the retention of community voice and local influence in our 3 waters when the control of these move to a new entity under Local Waters Done Well, strong leadership and advocacy is needed to ensure smaller communities like ours are not lost within the larger entity. The TAFCB has a vital role to work alongside Council to ensure the best outcomes for our communities. I worked in Information Technology in Wellington, I travelled on the Capital Connection from Levin for over 6 years. I am deeply concerned about the health and well being of the individuals in the Foxton community as I am aware of the issues. I have been farming as an Organic farmer locally. For the last 4 years I have been active in more than 1 community group. I would ensure that projects are in community interests as per the Horowhenua current intentions to ensure that people on fixed incomes are considered. My reasons for standing are to serve our community, make best use of my skills and experience and to represent our community. I have proven community engagement skills with my experience on the Te Awahou Foxton Community Board and, since 2023 as Chair of the Manawatu Estuary Management Team. After two years of successful work, the team has produced the Manawatu Estuary Plan 2025 to 2035 and is working hard now to update the 2009 HDC plan for our coastal reserves at Foxton Beach. I am a successful, small IT business owner with proven entrepreneurial, analytical and problem solving skills. I think strategically, am a good listener and am not afraid to make tough decisions.

My priorities are transparency, public engagement and championing no rushed decisions. Vote for me to optimise upgrading our ageing water infrastructure at lowest cost and deal with our exploding debt situation.

Loving and living in Foxton, my husband, Lindsay and I, both locals, educated here, we returned home, settled in our hometown in 1989. We have two adult children that have gone onto to achieve success in their chosen careers, after being educated in our community. I served on the school boards from Kindergarten to College. Foxton is a great strategic location, and we operate our business from here providing local employment and us the lifestyle we love.

Since 2012 I have been the volunteer Board Chair of the Foxton Windmill Trust, who operate De Molen and Café De Molen. As an advocate for Foxton and the Beach, I believe in the value of our natural and built assets, the protection and improvement of these, and how as a community we can work together supporting each other, with a collective goal of being a great place to work, live and play.
