Levin Town Centre Access & Parking Strategy

Council has adopted a new Access and Parking Strategy to help guide how parking and access is managed in Levin over time. 

The strategy provides a long-term framework for balancing accessibility, economic activity, safety and future growth as Levin transitions into life after the bypass. 

The work has been informed by: 

  • parking occupancy data 
  • community feedback 
  • independent expert advice 
  • changing transport and movement patterns 
  • wider Levin Town Centre Transformation planning. 

The strategy identifies opportunities to: 

  • improve access and wayfinding 
  • support more convenient short-stay parking in central areas 
  • improve the use and turnover of existing parking spaces 
  • review parking time limits over time 
  • support business servicing, deliveries and loading access 
  • explore future parking technology and EV infrastructure 
  • support more flexible and community-focused public spaces. 

Importantly, the strategy itself does not introduce new parking fees, time limits or bylaw changes. 

Any future changes to parking settings or enforcement would require separate public consultation and formal Council decisions.
