As our Chief Executive, Monique is responsible for overseeing Council’s day to day operations, implementing its policies and strategic direction, and is employed by and reports directly to the Elected Council. This ensures accountability and alignment with community priorities.
Monique’s focus is on delivering results, embedding improvements, and fulfilling commitments outlined in the Long Term Plan. This is done in alignment with a set of Council priorities and key actions summarised in the Plan on a Page and guided by the overarching vision expressed through our community outcomes and the Horowhenua 2040 Blueprint.

David leads a team whose key initiatives shape the future of Horowhenua by delivering on strategic priorities that matter most to our communities. This encompasses Strategic Planning and Strategic Projects, Communications & Engagement, Integrated Growth & Planning, Economic Development, and Destination Management - Horowhenua NZ.
Responsible for positioning Horowhenua for long term success, David’s team is at the forefront of transforming vision into action - creating a thriving, connected, and resilient future for all who call Horowhenua home.

Daniel Haigh
Group Manager Community Infrastructure

With a focused emphasis on delivering the capital programme and delivering the highest value to the community, Daniel leads a team which provides operations and services for Local Waters, Wastewater and Trade Waste, Stormwater, Water Supply, Asset Management, Waste Services, Waste Minimisation and Land Transport.

Brent Harvey

Brent leads a diverse, community-focused team that enables customer and community interactions and experiences through various places, spaces, and facilities.
Overseeing services across Parks and Open Spaces, Compliance, Civil Defence and Emergency Management, Community Facilities, Community Development, Customer Experience, and Cultural Outcomes, Brent provides strategic leadership to ensure these functions are well-connected, resilient, and responsive to the needs of the Horowhenua community.

Jacinta Straker

To support the community’s long term objectives, Jacinta leads a team that builds organisational capability to support the delivery of our community strategy by overseeing Financial Services, Business Performance, Risk Management, Procurement, Governance, LGOIMA & Privacy, Safety & Wellbeing, and Business Continuity.

Blair Spencer
Group Manager Housing & Business Development

Driven by Blair, this team aims to enable growth and development outcomes through managing the end to end delivery of the consenting activities for our customers.
The team manages the end to end process from Customer Engagement through to Resource Consenting, Development Engineering (EPAs) and Building Consenting.
These activities are key in contributing to the delivery of the districtwide Housing Action Plan which is tasked with increasing the provision of affordable and social housing opportunities across the district.

A portfolio comprising People & Capability, Change & Adoption, Business Improvement, Information Management (digital delivery), and ICT services, together Nicki and her team enable our organisation to be future-ready, responsive, and centred on delivering value to the Horowhenua community and stakeholders.
