Rubbish Recycling

Horowhenua District Council's fees and charges for the 2025/2026 financial year, adopted by Council on 14 May 2025 are available below.

All fees are stated as GST inclusive and are effective from 1 July 2025 to 30 June 2026. Council reserves the right to review any fees and charges at any time. Please check with Council for any updates.

Fees and charges for 2026/27

Fees and charges help ensure costs are shared fairly between those who use specific services and the wider community, while supporting access to essential facilities and services.

To keep our services running smoothly, some fees and charges will increase from 1 July this year.

The Fees and Charges are set each year and follow the approach set out in the Revenue and Financing Policy, agreed in the Long Term Plan 2024-2044. Council consulted on the fees proposed under the Resource Management Act 1991. Most of the Resource Management fees are not increasing, however three new fees were approved:

  • Two optional fees to help fund a fire appliance for growing areas that do not have access to a piped water supply
  • One new processing system fee.

At the Council Meeting on 27 May 2026 Council adopted the Fees and Charges for the 2026/27 year. They come into effect on 1 July 2026. These views can be viewed below.

Please note the above charge relates to bags sold at Council service centres. There may be some variation in prices for bags sold at other establishments.

Levin Waste Transfer Station (privately owned and operated)

The Levin Refuse Transfer Station (RTS) is privately owned and operated by MidWest Disposals Ltd. Fees and charges that apply for the Levin RTS are set by MidWest Diposals Ltd (note the Special and Prohibited fees are not the same as the Council-operated Foxton and Shannon Waste Transfer Stations).

Foxton and Shannon Waste Transfer Stations

Fees and charges for the Foxton and Shannon Waste Transfer Stations are available below. 

Card payments only

Cash is no longer accepted at the council-run waste transfer stations in Foxton and Shannon. You’ll still be able to pay using EFTPOS. 

This move brings us into line with many other transfer stations, including the privately-run one in Levin. 

 

E-Waste (Electronic Waste)

E-waste can be taken to our Foxton and Shannon Transfer Station and Resource Recovery Park for recycling. E-waste is discarded electrical or electronic devices such as televisions, computers, printers, cameras, batteries, and fixed-line and mobile phones.
