Update Two - Significant weather impacts across Horowhenua District
Published on December 30, 2025
Horowhenua District Civil Defence Emergency Management (CDEM) continues to support response efforts following last night’s severe weather, working closely with Electra, Waka Kotahi NZ Transport Agency and local contractors.
Severe winds caused widespread power outages across the district. Electra crews are steadily restoring power where it is safe to do so and will continue work into the evening.
Power has now been restored to Foxton and Moutoa. Residents in these areas who are still without power are asked to phone Electra on 0800 567 786.
Restoration work is continuing in Shannon, while significant damage between Shannon and Tokomaru means power will be restored progressively. It is likely that much of Tokomaru and possibly parts of Shannon will be without power overnight, and residents are encouraged to make arrangements as needed.
Access issues caused by fallen trees have limited progress in the Ōtaki Gorge Road area, and customers there may also remain without power overnight.
Roads and travel
Crews have been working to clear fallen trees and debris across the network. All local roads are now open. SH57 remains CLOSED between Tane Road and Foxton-Shannon Road/Sheehan Street. Drivers are asked to avoid the area, use alternative routes and drive to the conditions.

Critical infrastructure
The Foxton Water Treatment Plant is back online. Shannon remains without mains power; however, as a precaution, generators are in place and water tankers have been arranged should either be needed.
Residents in Foxton and Shannon are still asked to conserve water while systems stabilise and full capacity is restored.
Weather
The severe weather warning for Horowhenua has been lifted. Scattered showers are expected, some heavy at times, with easterlies easing this evening.
Welfare
There are currently no reported welfare needs. Anyone needing assistance - or concerned about a neighbour or whānau member - is encouraged to contact Horowhenua District Council on 06 366 0999.
Local Controller Brent Harvey acknowledges the coordinated response:
“Our partners and crews - particularly Electra - have been working incredibly hard in challenging conditions to restore power and keep people safe. We also want to thank our community for their patience while teams continue the work of restoring essential services.”
Residents are reminded to stay clear of fallen power lines, treat all downed lines as live and dangerous, and continue to follow updates from Horowhenua District Council, Electra and Waka Kotahi NZTA.
For emergencies where life is at risk, call 111. For non-urgent Council enquiries, please contact us through the usual channels.
