Paying Us

It's easy to make a payment to Horowhenua District Council with a range of options available for applications, rates, water, debtor accounts (invoices) and infringements (fines).

Rates

You can pay your property rates by:

  • Direct Debit (recommended) – automatic payments on your choice of frequency (fortnightly, monthly, quarterly, or on due date). No fees.
  • Credit/Debit Card or POLi (online) – pay securely with Visa, MasterCard, or POLi. No additional fees.
  • Internet or Phone Banking – use Council’s bank account details and include your property valuation number as the reference.
  • Automatic Payment – set up regular payments through your bank.
  • In Person – pay at Council service centres (cash, EFTPOS, or card).

Payment Assistance

If you’re struggling to pay your rates or other charges:

Water Billing

You can pay for water usage by:

  • Direct Debit – set up automatic payments.
  • Internet or Phone Banking – include your Name, Property address and 'WB-' followed by your assessment number.
  • Automatic Payment – schedule regular payments.
  • In Person – pay at Council service centres .

Direct debit

Download and complete the Direct Debit Authority Form below and return it to Horowhenua District Council, along with independent bank verification of your bank account details - this can be an electronic copy of a bank deposit slip, a portion of your bank statement or other documentation from your bank eg 'Proof of account' from your online banking app.

Once you have the completed form and bank account verification, you can:

  • email it to waterbilling@horowhenua.govt.nz; or
  • bring it into one of our Service Centres in Levin (Main Office), Shannon or Foxton. Locations and opening hours can be viewed on our Visiting Us page; or
  • post it to Horowhenua District Council, Private Bag 4002, Levin.

Water rates for metered water consumption are payable by the 25th of the month following the invoice date.


Internet Banking, Automatic Payments or Phone Banking

Make sure you enter Council's account details correctly, as follows:

  • Account name: Horowhenua District Council
  • Bank: BNZ
  • Account number: 02-0668-0070607-02

Note: You'll need to set up a separate payment for each account you hold to make sure your payment is credited to the correct account.

If you've made an application, no action will be taken on this until payment has been receipted by Council and matched to your application. We recommend you email details of your online payment to us to speed up this process.

Enter the correct information in each of the fields your bank provides, so we can identify your payment and ensure it’s receipted correctly.

Invoices / Debtor Accounts

For invoices issued by Council (e.g., services, fees, or debtor accounts):

  • Internet Banking – use Council’s account details and include the invoice number as reference.
  • In Person – pay by card, EFTPOS, or cash at service centres.

Parking Ticket Appeals

There may be times when you wish to dispute, or explain circumstances for consideration, in respect of a notice. This can be done online or you can download the print version, ensuring the infringement number is quoted.

Dog Renewal Registration

You can pay your annual dog registration fees by:

  • Credit/Debit Card or POLi (online) – pay securely with Visa, MasterCard, or POLi. No additional fees.
  • Internet Banking – use Council’s account details and include your dog owner number as the reference.
  • In Person – pay at Council service centres (cash, EFTPOS, or card).

Dog Registration

You can register your dog or transfer a dog registration from another council online, by mail or in person. You must be the person who is in charge of the dog, and be over the age of 16.

  • Credit/Debit Card or POLi (online) – pay securely with Visa, MasterCard, or POLi. No additional fees.
  • Internet Banking – use Council’s account details and include your dog owner number as the reference.
  • In Person – pay at Council service centres (cash, EFTPOS, or card).
