View Council's Operative District Plan 2015, a revised and updated version of the Operative District Plan (1999).

Proposed Plan Change 1 proposed the extension of the historic heritage buildings, structures and sites that are currently listed in Schedule 2 of the District Plan. It also included subsequent amendments to the District Plan. This Plan Change was authorised by Council at its meeting on 24 October 2018 to be made operative from 1 November 2018.
Proposed Plan Change 2 focused on amending a limited number of provisions in the Horowhenua District Plan (2015) which specifically relate to residential development. This Plan Change was authorised by Council at its meeting on 24 October 2018 to be made operative from 1 November 2018.
Proposed Plan Change 4 rezoned a 420ha area of land immediately to the east of Levin from Greenbelt Residential (Deferred) to a variety of urban zones (including residential and commercial). Following the resolution of appeals to the Environment via mediation, this Plan Change becomes operative on 26 March 2024 and has been fully incorporated into the District Plan.
Proposed Plan Change 5 focused on rezoning an area of land to the east of the existing Waitārere Beach settlement. At its meeting on 13 December 2023, Council resolved to withdraw this proposed plan change for a number of reasons, meaning the existing Operative District Plan provisions remain in place.
