Infrastructure Services - Fees & Charges
Horowhenua District Council's fees and charges for the 2026/2027 financial year, adopted by Council on 27 May 2026, are available below.
All fees are GST inclusive and apply from 1 July 2026 to 30 June 2027. Council may review fees and charges at any time. Please contact Council to confirm current fees.
About the 2026/27 Fees and Charges
Fees and charges help ensure costs are shared fairly between those who use specific services and the wider community, while supporting access to essential facilities and services.
To keep our services running smoothly, some fees and charges will increase from 1 July this year.
Fees and Charges are set each year and follow the approach set out in the Revenue and Financing Policy, agreed in the Long Term Plan 2024-2044. Council consulted on the fees proposed under the Resource Management Act 1991. Most of the Resource Management fees are not increasing, however three new fees were approved:
- Two optional fees to help fund a fire appliance for growing areas that do not have access to a piped water supply
- One new processing system fee.

At the Council Meeting on 27 May 2026, Council adopted the Fees and Charges for the 2026/27 financial year. They come into effect on 1 July 2026. The schedule can be viewed below.

These charges relate to all services provided by Infrastructure Operations that are considered to be chargeable and have been set in accordance with the Local Government Act.

Pre-Lodgement Meetings / Site Visits
All costs incurred as a result of pre-lodgement meetings or site visits with Council staff will be charged to the application on an actual time and cost basis. |

Peer Reviews, Technical or Professional Advice
If Council needs to seek specialist technical or professional advice to assist in the determination of an application, then the costs of that specialist will also be passed on to the applicant on an actual time and cost basis. |

Disbursements
Disbursements (mileage, copying, postage etc) may also form part of the final cost of an application and will also be invoiced to an applicant on an actual cost basis. |
