Tiraki - Iwi/Hapū Relationships Framework
Horowhenua District Council has formally adopted the Iwi/Hapū Relationships Framework, marking an important step in giving clarity and transparency to how the Council works in partnership with local iwi and hapū.
Tiraki is a strategic document developed in collaboration with local iwi and hapū. It sets the high-level direction for how Council will work alongside tangata whenua across the district.
Grounded in the principles of Te Tiriti o Waitangi / The Treaty of Waitangi, it affirms our commitment to genuine engagement with Māori, fostering strong, enduring relationships for the future.
This framework should give community confidence that engagement is genuine, consistent, and part of how engagement occurs.
The Iwi/Hapū Relationships Framework sets out shared values, principles, and expectations for working together. It provides practical guidance for elected members and staff, from strategic planning to day-to-day community engagement, ensuring that partnership thinking is consistently embedded across Council’s work.
