Why does my water rates invoice look different?
We’ve updated the layout of our water rates invoices to make them clearer and easier to understand. The new design highlights key information such as the amount due, due date, and how your charges are shown.
Why am I receiving my water rates invoice by email?
If you currently receive your rates invoice by email, your water rates invoice will be sent to the same email address.
How is this a rate?
Volumetric water charges are part of Horowhenua District Council's targeted rates for water supply, set under section 19 of the Local Government (Rating Act) 2002, where a meter is used to measure consumption on the network.

Will I still receive paper invoices?
No. If you've received your water invoice by email you won't receive it by post.
What information will I see on the new invoice?
The updated layout makes it easier to find key information, including:
- property details
- billing period
- water usage (if applicable)
- charges and total amount due
- payment options and the due date
- quarterly consumption.
How do I sign up to receive my invoices by email?
You can sign up to receive your rates and water invoices by email using our online form above.
What if I don’t want my water rates invoice sent to the same email address as my rates invoice?
Water rates invoices are sent to the same email address as your rates invoice by default. If you would prefer them to be sent to a different email address, please email waterbilling@horowhenua.govt.nz.
Why did I receive a leak or continuous flow letter with my invoice?
If we detect unusually high water use at your property that may indicate a leak or continuous flow, we may send you a notification with your water rates invoice. This is to let you know there may be a problem so you can check your property and arrange repairs if needed.
In some cases, leaks can exist for some time before they are detected, so it’s important to regularly check your property for signs of leaks.
What should I do if I receive a leak or continuous flow notice?
You should check your property for signs of a possible leak. This may include dripping taps, running toilet cisterns, wet areas along your water pipe, or other visible leaks.
If your property has a water meter, you can also carry out a simple meter check by turning off all taps and water-using appliances, waiting a few minutes, and then checking if the meter reading has changed. If it has, you may have a leak and should contact a registered plumber. If you’re unsure, Council’s water services team may be able to help confirm whether there is a leak.
