Busking or Public Speaking Permit

You need a permit if you want to busk or speak in a public place in Horowhenua. This page explains when you need a permit, what you need to do, and how to apply.

A permit helps ensure activities are safe, fair, and do not cause disruption to pedestrians, nearby businesses, or public spaces.

When a permit is required

You must have a permit if you plan to:

  • Busk or perform in a public place
  • Deliver speeches or address the public in an outdoor public area
  • Carry out mobile activities linked to performance or speaking

Hawking is not permitted in areas zoned Commercial under the District Plan.

If the activity is outside a shop frontage, a signed agreement from the shop owner must be attached.

Step 3.Visit your nearest Council Office

Pop into your nearest Council office:

  • Levin (Main Office), 126 Oxford Street, Levin, open 9am to 5pm Monday to Friday and on Wednesdays 9.30am to 5pm (except public holidays).
  • Foxton Service Centre, 92 Main Street, Foxton, open 9am to 4pm Monday to Friday (except public holidays).
  • Shannon Service Centre, Plimmer Terrace, Shannon, open 1pm to 5pm Monday to Friday (except public holidays).

We will process your application within 10 business days of receiving all required information.

If your permit is approved, you must:

  • Carry your permit at all times
  • Show your permit to an enforcement officer if requested
  • Operate only in the location and times listed on your permit

When carrying out the authorised activity, you must:

  • Keep footpaths and public spaces clear for pedestrians
  • Leave or move location immediately if directed by an enforcement officer
  • Not enter private premises without permission
  • Remove any litter created by your activity

Failure to comply with permit conditions may result in enforcement action.
