Application for Registration of a Food Business

If your food business is operating a Template Food Control Plan, or a National Programme you will need to register with us.  

To complete your application, you'll need:

  • The relevant registration fee - you'll find this information on our Environmental Health - Fees and Charges page
  • A letter from your verification agency if you will be operating a National Programme
  • A copy of the site plan for each site that will be registered
  • A copy of your certificate of incorporation if your business is a registered company
  • A completed Scope of Operations Template form (available below)
  • A completed Application for Registration of Food Business form (available below).

You can apply either online or in person.

Step 1.Have your electronic documents ready

These include:

  • A letter of confirmation from your verification agency, in electronic format, if Horowhenua District Council is not the verification agency.
  • A scanned copy of your Certificate of Incorporation if your company is a registered business. 
  • A full copy of the results from the My Food Rules tool, including scope of operation.
  • Site plan/s for your food business in electronic format.

Ensure you have your internet banking details for POLi so you can pay and finalise your application online.

Application for Registration of a Food Business (Print version)

These include:

  • A letter of confirmation from your verification agency, in electronic format, if Horowhenua District Council is not the verification agency.
  • A scanned copy of your Certificate of Incorporation if your company is a registered business. 
  • A completed Scope of Operations Form, which can be found on the MPI website.
  • Site plan/s for your food business in electronic format.

You can pay by cash or EFTPOS at any Horowhenua District Council office.

Step 2.Visit your nearest Council Office

Pop into your nearest Council office:

  • Levin (Main Office), 126 Oxford Street Levin, open 8am to 5pm Monday to Friday (except public holidays).
  • Foxton Service Centre, 92 Main Street, Foxton, open 9am to 5pm Monday to Friday and 10am to 4pm Saturday to Sunday (except public holidays).
  • Shannon Service Centre, Plimmer Terrace, Shannon, open 10am to 12 noon and 1pm to 5pm Monday to Friday, Saturday only 10am to 12 noon.

No action will be taken on your application until payment has been receipted by Council and matched to your application.

One of our Licensing Team will be in touch with you within 2 working days. Please note you cannot begin selling food until you receive your approved Food Registration Certificate.
