Horowhenua District Council's Animal Control Officers are responsible for requirements relating primarily to dogs and stock. They do however deal with complaints in respect of most types of animals. Their goal is the lessening of animal nuisances through the promotion of responsible ownership and the enforcement of relevant legislation and bylaws.
The normal hours of work for Animal Control are 7.30am to 4.00pm on Monday to Friday, excluding Public Holidays. For all enquiries during these hours, please phone Council on (06) 366 0999.
Outside of our normal hours we provide an emergency after hours service. Please phone Horowhenua District Council on (06) 366 0999 for any urgent enquiries or requests for Animal Control assistance.
Stock Control Bylaw
The Stock Control Bylaw applies throughout the Horowhenua District and is effective from 13 July 2005. The purpose of the Bylaw is to make better provision for the control of stock.
The Bylaw lays down requirements for Stock droving, roadside grazing and temporary fencing requirements, as well as placing obligations to be met in respect of Dairy Stock crossing roadways.

Animal Nuisance and the Keeping of Pigs, Poultry and Bees Bylaw 2014
The Animal Nuisance and the Keeping of Pigs, Poultry and Bees Bylaw 2014 was adopted by Council on 5 November 2014. The purpose of the Bylaw is to control the keeping of animals, manage animal nuisances and control the slaughtering of animals in urban areas. This Bylaw does not relate to dogs, which are governed by Council's Dog Control Bylaw.
