Expressions of interest sought to redevelop Bath/Salisbury St Carpark

Horowhenua District Council is inviting expressions of interest (EOI) to redevelop a prime parcel of land in the heart of Levin.

The Bath Street/Salisbury Street carpark - situated directly behind New World - has been identified in the Levin Town Centre Transformation Strategy as a site with significant potential to support the revitalisation of the town centre.

Chief Executive Monique Davidson says the carpark is currently under-utilised and represents an exciting opportunity for private investment and community benefit.

“With its central location, this site could be transformative for Levin’s town centre,” says Mrs Davidson. “Our data shows weekday utilisation ranges from only 23-39 percent in the morning and 21-38 percent in the afternoon. There are ample other free parking options nearby, so this land can be put to better use. There is every possibility that carparking could still feature on this site, alongside some additional forward-thinking development. Council is open to ideas and possibilities.”

To support this and future developments, Council is currently working on a carparking strategy to ensure sufficient, accessible parking continues to meet the needs of businesses, residents, and visitors as the town centre evolves.

Council is seeking proposals that complement the Levin Town Centre Transformation Strategy, aiming to create a more vibrant, resilient, and sustainable town centre. While Council has no fixed view on the final form of development, any proposal must positively influence the area and align with the strategy. The sale of this site is a key assumption in Council’s Financial Strategy, as it looks to sell non-core assets to reduce our debt.

The Levin Town Centre Transformation is gaining strong momentum, with the release of the EOI marking another key milestone. Since Council endorsed the Implementation Plan in 2023, the project has continued to build pace. In March 2025, Council approved the sale and redevelopment of the Levin War Memorial Hall and Village Green sites – a transformative project that will deliver a reimagined hall, restaurant, craft brewery, retail spaces, a vibrant Village Square, and new residential apartments, further driving the revitalisation of Levin’s heart.

“With the War Memorial Hall project underway, this next step shows the transformation coming to life,” Mrs Davidson says. “It’s a win-win for the community: we’re unlocking private investment, to help deliver a vibrant, modern town centre, and ratepayers enjoy the benefits of improved public spaces, amenities and economic activity, without carrying the cost of development.”

Following the closing of Expressions of Interest (EOIs), shortlisted respondents will be invited to participate in a closed Request for Proposal (RFP) process. Final decisions regarding proposals and terms will be made by Elected Members.
