As part of the Community Wellbeing Strategy, the Horowhenua District Council Youth Action Plan 2016-2019 lays out key objectives for Youth Development over the next three years. Its vision statement is that "Young people in the Horowhenua live in a supportive environment which provides opportunities for development and celebrates success"

The Horowhenua Youth Services Network connects people and organisations working with and supporting rangatahi across Horowhenua.
ÿEP is a remodel of the previous Youth Council. ÿEP was co-designed to improve youth engagement and information sharing. ÿEP has approx. 60 young people district wide that includes a leadership team/governance group (Youth Council) of 15. The leadership team manages a closed group Facebook page that is a platform for conversation and consultation with a large number of youth district wide.
