Dog Renewal Registration

Dog registrations for the Horowhenua District must be renewed on or before 31 July 2026 for the 2026/27 registration year (1 July 2026 - 30 June 2027).

Once you receive your Application to Renew Registration of Dogs by post or email, you can renew your dog's registration on or before 31 July 2026.

Fee payments made after 31 July will incur a 50% late fee penalty payment.

Pawmanent Dog Tags

From the 2026/27 registration year, we’re introducing Pawmanent Dog Tags - lifetime registration tags designed to stay with your dog for life.

All registered dogs will receive their first Pawmanent Dog Tag this year. After that, the same tag can be used each year, with replacement only needed if it is lost or damaged. Dogs must still be registered annually, and registration fees will continue to apply.

As is currently the case with annual registration tags, each Pawmanent Dog Tag is issued to one dog only and cannot be shared with or transferred to another dog.

Online

Step 1.Have your form ready

Ensure you have your Application to Renew Registration of Dogs for 1 July 2026 to 30 June 2027. You can complete online renewals for up to six dogs. If you own more than six dogs, please contact us.

Step 2.Check the details

If your renewal details don't match your form and you need to make changes to your registration, please contact us. If your dog ownership details haven't changed, continue to step 3.

Step 3.Have your dog tag number(s) ready

Our online form will prefill some details for you. You’ll need your dog tag number(s) to complete the form. If you've misplaced your dog tag(s), you can enter the date of birth of the person who registered the dog(s).

Step 4.Renew and pay online

Have your credit/debit card or internet banking details (Account2Account) ready to complete payment and finalise your renewal.

From 15 January 2026, a 2% convenience fee applies to credit or debit card payments. This fee is collected on behalf of our payment provider and is not kept by us.

If we're posting your dog tag(s), please allow 5-10 working days for processing and delivery.

You can pay by cash or EFTPOS at any Horowhenua District Council office. Your renewal form(s) is required to complete payment.

If you don’t have a dog renewal form because it's a new dog you'll need to complete a new registration form - this can be done online and at our Council offices.

Yes, you can get a refund of the unexpired portion of the registration fee.

Where the fee for the registration of a dog is paid and that dog dies, a refund will be made on request as follows:

  • where a dog dies before the commencement of the year, the full fee will be refunded;
  • where the dog dies during the year, one-twelfth of the annual fee for each complete month remaining in the registration year after the date of application for a refund will be refunded. 

Yes, you can set up a payment arrangement. However, it must be paid in full by 31 July to avoid a 50% penalty fee.

To set up a payment arrangement you must come into the Levin office and complete a pre-payment application.

Dog registration fees vary depending on the dog's classification (e.g., neutered, entire, dangerous).

Horowhenua District Council's fees and charges for the 2026/2027 financial year, adopted by Council on 27 May 2026, are available below.

All fees are GST inclusive and apply from 1 July 2026 to 30 June 2027. Council may review fees and charges at any time. Please contact Council to confirm current fees.

About the 2026/27 Fees and Charges

Fees and charges help ensure costs are shared fairly between those who use specific services and the wider community, while supporting access to essential facilities and services.

To keep our services running smoothly, some fees and charges will increase from 1 July this year.

Fees and Charges are set each year and follow the approach set out in the Revenue and Financing Policy, agreed in the Long Term Plan 2024-2044. Council consulted on the fees proposed under the Resource Management Act 1991. Most of the Resource Management fees are not increasing, however three new fees were approved:

  • Two optional fees to help fund a fire appliance for growing areas that do not have access to a piped water supply
  • One new processing system fee.

At the Council Meeting on 27 May 2026, Council adopted the Fees and Charges for the 2026/27 financial year. They come into effect on 1 July 2026. The schedule can be viewed below.

A lifetime dog tag is a strong, durable tag that stays with your dog for its whole life. 

Once issued, you don’t need to get a new tag every year.

We’ve made this change to make things easier for dog owners and better for the environment. It helps to: 

  • reduce plastic waste  
  • make annual registration simpler  
  • cut down on administration and processing  
  • provide a more reliable, long-lasting tag for your dog 

No problem - just contact Council and we’ll arrange a replacement tag. 

A replacement fee may apply.

Your dog’s registration can be transferred to your new council. You will need to complete a transfer into district form with your new local council.

Usually, yes.

  • If you register your puppy for the first time when it is 9 months old or younger, you'll pay the puppy registration fee.
  • The Dog Control Act says that dogs must be registered from 3 months of age. If you wait until your dog is older than 9 months to register it for the first time, the puppy registration fee will still apply but a late registration penalty fee will also apply.
  • If your dog is already registered and is still under 12 months old when the next registration year starts, you'll still be eligible for the puppy registration fee for that year.
