The Horowhenua District is part of the Horizons region.  As such, rates for the Horizons Regional Council are payable but not included in the information provided here. Information on the Horizons Regional Council rates can be found on the Horizons Regional Council website.

Long Term Plan 2024-2044 Consultation

Council is consulting on the proposed Long Term Plan which has been developed in particularly challenging times, for our community, and for Council. These challenging times call for challenging choices. After months of discussions and Council meetings, Council has endorsed a draft Long Term Plan budget that proposes an average rates increase of 17.4%. Even with this proposed increase, Council still needs to reduce or stop some of our current services, including finding operational savings.

The table below will show you what the preferred option would mean for your rates.

Please note there are three options being consulted on, outlined below.

Proposed options

  • Option 1 (Status Quo - current levels of service): An average 23.6% rates increase to keep the current level of service.
  • Option 2 (Preferred Option): An average 17.4% rates increase with some reduced levels of service – shown on this table.
  • Option 3: Reduced Services to achieve a rate increase less than 17.4%.

Valuation Changes

At least once every three years every district and city in New Zealand is revalued to set the values the council will use to charge the rates for the next three years. New rateable valuations for Horowhenua properties were sent out by QV in December 2022. These new values have been used by Horowhenua District Council to determine rating from 1 July 2023 and will be used for determining your rates for 2024/2025.

Revaluation doesn't increase the amount Council collects from rates, it just helps us to work out everyone’s share of rates. Rating valuations provide the means to share the cost of the rates across the district according to a set of property values that are provided for every property on a common date (1 August 2022). Using a common date means that every property is valued on the same basis and at the same time.

Understanding the Rates Table

To help you understand the information displayed in the table below, here is a brief description about what each column shows:
  • Current Rates from 1 July 2023 to 30 June 2024 - this is what your rates are currently.
  • Proposed Rates from 1 July 2024 to 30 June 2025 - this is the proposed rates for the 2024/2025 rating year.
  • Variance ($) - this is the difference between your current rates (1 July 2023 to 30 June 2024) and the proposed rates (1 July 2024 to 30 June 2025).
  • Te Awahou Foxton Community Board Rate – The proposed rate is assessed as a fixed targeted rate to Foxton and Foxton Beach properties within the Te Awahou Foxton Community Board electorate.
  • Economic Development Rate - This proposed rate is to be set using Capital Value from properties identified as either commercial, utilities, industrial or mining, which is currently funded by General Rates. Properties are categorised using the "Property Category" codes from Appendix F of the Rating Valuation Rules 2008, publicised by the Valuer-General.
  • Landfill Legacy Rate - This proposed rate funds the provision of the Landfill including repayment of debt and funding the remediation of the Levin landfill. This rate is assessed as a fixed charge of a uniform amount on the basis of the number of SUIPs of each rating unit within the District.
  • Kerbside Recycling Rate - This proposed rate funds the provision of kerbside recycling from properties in the district that receive kerbside recycling. This rate is assessed as a fixed charge based on the number of SUIPs of each rating unit receiving the recycling service.
  • Solid Waste Disposal Districtwide Rate - This proposed districtwide rate funds the provision of waste transfer stations, mobile recycling stations, and waste minimisation initiatives. This rate is assessed as a fixed charge of a uniform amount on the basis of the number of SUIPs of each rating unit within the District.
