How to find out if you need a Resource Consent

Overview

The Rules and Standards in the District Plan determine the activity status of your application and how it will be assessed. Detail on these activity statuses is provided below. Please note that other consents or approvals may also be required such as a building consent (from Horowhenua District Council) or resource consent from Horizons Regional Council.

To find out if your proposed activity or development requires subdivision consent, land use consent, or approval as a deemed permitted boundary activity, check:

  • Horowhenua District Plan maps to find the zoning of the site
  • The Horowhenua District Plan (including any proposed Plan Changes) to see whether the activity is listed as a permitted activity and whether the activity complies with the permitted activity conditions.
  • If your activity is not listed as permitted, and/or you do not comply with a permitted activity condition you will require either a resource consent or a deemed permitted boundary activity depending on the circumstances. Follow the flow chart on the next page to find out:
