Rates Payment Support

We appreciate that the Government's Alert Level 4 lockdown announcement on 17 August 2021 was a shock to many households and businesses, and this will impact people as they focus on reorganising their personal and work lives.

We have good systems in place to ensure your safety and to keep as many of our Council services running as possible while complying with COVID-19 Alert Level restrictions.

We've put together some information below about how we can help you with your Horowhenua District Council rates payment.

Rates Payment Support

The due date for the first rates instalment payment is 15 September 2021. However, to allow those that need it a little bit more time to pay, particularly those that usually pay by cash, we're more than happy to set up a payment plan for you that works and helps you to avoid penalties.

If you're worried about paying your rates invoice, please get in touch with us as soon as possible before 15 September by emailing rates@horowhenua.govt.nz or phoning 06 366 0999.

There are several ways we can help you manage your rates payments, such as spreading your payments into affordable amounts to be paid over the year by direct debit.

Alternative ways to pay your rates invoice

If you normally pay by cash or by EFTPOS, we're unable to receive these payments at our Service Centres during Alert Level 3 and limited services will be available at Alert Level 2. However, you can pay your rates online, by direct debit or by telephone.

If you have a direct debit set up, these will be processed on the normal due date(s), unless you advise us at least two days prior to that date.

If you have a water meter

At Alert Levels 3 and 4 we're unable to undertake meter readings. Any meters that were unable to be read during this time will be carried forward to the next cycle and will receive double the appropriate allowance.

Under Alert Level 2 water meters can be read and the invoices for these meters will be produced and sent out in line with their normal cycle.

Requesting a special or final meter reading

If you require a special or final water meter reading, we can produce these based on you taking a photo of your meter.

If you can't provide a photo please email us to request an estimate. Please send your photos and requests to waterbilling@horowhenua.govt.nz.

Rates Rebates

At Alert Levels 3 and 4 we're unable to process rates rebate applications face to face but we can still help you over the phone and by post.

If you have access to a printer you can go to our Rates Rebates page and print the form. Scan your completed application form and email it to ratesrebates@horowhenua.govt.nz or post it back to HDC: Rates Rebates - Private Bag 4002, Levin 5540.

If you'd normally receive a rates rebate which you then use to pay the first rates instalment, you're unable to make the full instalment payment and you don't have a direct debit set up, please email us at ratesrebates@horowhenua.govt.nz so we can assist you.
