Council Services in Alert Level 2

At 11.59pm on Wednesday 13 May, New Zealand moved to Alert Level 2. Please see below for more information on how we're delivering services during Alert Level 2.

Service Information
Customer service contact centres Council’s main office opens from Monday 18 May. Opening hours will be 9am to 5pm, Monday to Friday, to allow time for the public area to be sanitised each morning.

Restrictions will apply to ensure safe practice:

  • Customer details will be recorded for contact tracing
  • A time limit of two hours per visit applies
  • Maximum of 10 customers at one time to maintain safe physical distancing
  • Toilets will be closed
  • Please use sanitising stations provided, maintain physical distancing, and do not enter if you feel unwell.

If possible, please contact us by phone on 06 366 0999 or email at enquiries@horowhenua.govt.nz in the first instance to help maintain physical distancing on site. We also have lots of services and information here on our website.

Our main Call Centre hours are Monday, Tuesday, Thursday, Friday 9am to 5pm, and 9:30am to 5pm on Wednesdays. All phone calls outside these hours will be answered by our Afterhours service.

Rubbish and recycling services All kerbside rubbish collections will continue.

Kerbside recycling collection services have resumed, following the normal schedule. To find out when your next collection date is please visit our Check my rubbish and recycling collection date page.  

Transfer stations are open to the public. Restrictions continue to apply to ensure safe practice (ie no more than two vehicles in at a time, no cash payment available). Car registration numbers will be recorded for contact tracing purposes.

Recycling stations in Levin, Foxton and Shannon open at Alert Level 2, and mobile community recycling stations will be reinstated.

You can buy Council rubbish bags from the supermarket and the Shannon Four Square.

Water supply, wastewater and stormwater services These services will continue.
Governance and decision making Council, the Foxton Community Board and Committees of Council will continue to meet and make decisions as per the meeting schedule. Check Council’s website for more information on in-house or virtual meetings.

Civil defence and emergency management These services will continue.
Parks, reserves, cemeteries, playgrounds and public toilets Public toilets re-open, with increased cleaning services at high-use facilities.

Parks, reserves, cemeteries, playgrounds and sportsgrounds are open. Please observe two metre physical distancing and hygiene precautions. 

Mowing and general maintenance continue. Litter bins will continue to be emptied.

Library services Libraries open from Monday 18 May. Shannon Library will remain closed for refurbishments until early June.

Te Takeretanga o Kura-hau-pō will be open from 10am to 5pm, Monday to Friday.

Te Awahou Nieuwe Stroom will be open from 10am to 4pm daily. 

Restrictions will apply to ensure safe practice:

  • Maximum of 100 people at one time to maintain safe physical distancing
  • Some programmes and resources may not be available
  • Customer details will be recorded for contact tracing
  • Children 14 years and under must be accompanied by an adult.
Swimming pools Levin Aquatic Centre will re-open on Monday 18 May for a limited number of land-based fitness classes only, due to maintenance being undertaken on pools. 

Restrictions will apply to ensure safe practice:

  • Payments by Paywave only
  • Customer details will be recorded for contact tracing
  • No club or group bookings. 

From Monday 1 June, when pool maintenance is complete, further services will be available, including a limited Streamline Swim School timetable. Reduced hours will operate and further restrictions will apply to ensure safe practice.

Foxton Heated Pools will remain closed for winter until September.

Community centres Te Takeretanga o Kura-hau-pō

Te Takeretanga o Kura-hau-pō will re-open from Monday 18 May. Youth Space at Te Takeretanga o Kura-hau-pō remains closed to the public. Opening hours will be from 10am to 5pm, Monday to Friday. A time limit of 30 minutes per visit applies.

The Library Café at Te Takeretanga o Kura-hau-pō remains closed at Alert Level 2.

Restrictions will apply to ensure safe practice:

  • Maximum of 100 people at one time to maintain safe physical distancing
  • Some programmes and resources may not be available
  • Customer details will be recorded for contact tracing
  • Children 14 years and under must be accompanied by an adult.

Te Awahou Nieuwe Stroom

Te Awahou Nieuwe Stroom will re-open from Monday 18 May. Opening hours will be from 10am to 4pm daily. 

Millside Café at Te Awahou Nieuwe Stroom will open from Thursday to Saturday.

Restrictions will apply to ensure safe practice:

  • Maximum of 100 people at one time to maintain safe physical distancing
  • Some programmes and resources may not be available
  • Customer details will be recorded for contact tracing
  • Children 14 years and under must be accompanied by an adult.

Shannon Library

Shannon Library will remain closed for refurbishments until early June.

Animal control Animal control will respond to all calls. The dog pound is closed to the public but remains operational.

Please keep your dogs on their leash when out walking them.

Planning (resource consents) We're continuing to process resource consents.

No face-to-face meetings will be held – information will be emailed and discussed by telephone or Zoom virtual meetings.

Site visits can be arranged if appropriate measures are in place. Please speak with a Council Officer to arrange and find out what safety measures need to occur.

Regulatory, Licensing and Compliance We're continuing to process licence applications and renewals.

No face-to-face meetings will be held - information will be emailed and discussed by telephone or Zoom virtual meetings.

Food verifications and alcohol compliance inspections may be carried out remotely or on-site with appropriate physical distancing. A Council Officer will contact you if this is required for your business.

Officers will attend to complaints where there is imminent risk to human health.

Building consents We're continuing to process building consents.

No face-to-face meetings will be held – information will be emailed and discussed by telephone or Zoom virtual meetings.

Building inspections can be arranged if appropriate measures are in place. A Council Officer will contact you prior to arranging site visits and will discuss the safety requirements with you.

Noise control We're continuing to receive and respond to noise control complaints 24 hours a day, 7 days a week.
Roading services Routine road maintenance and roading projects have resumed, including works on the Queen Street / Cambridge Street roundabout.
Parking Parking services are not in use and parking is currently free.

Please avoid touching or using the parking meters at this time.

Please consider others and do not park long-term in Oxford Street.
