Overview

Horowhenua District Council provides plenty of places across the District where people can exercise their dogs.  This page contains a full list of where dogs can be exercised on and off leash, as set out in the Dog Control Policy 2015.

It is important to note that all Horowhenua District Council Cemetery areas in the District are to be "leashed" areas for dogs and that dogs are allowed to be "unleashed" on grounds used by recognised dog obedience groups or similar clubs and organisations, when conducting training, display, or other similar type activities, inlcuding 'dog trials' and public awareness activities.

Dog Exercise Areas "Leashed"

Listed below are areas where dogs are allowed on a leash in the Horowhenua District.

Tokomaru

Shannon

  • Residential streets (unless prohibited)
  • Shannon Urban prohibited area (after shop trading hours)

Foxton 

  • Residential streets (unless prohibited)

  • Foxton Cemetery.

  • Residential streets (unless prohibited).
  • Hennessey Street/Lowe Avenue grounds.
  • Hartley Street Esplanade. 

Waitarere

  • Residential streets (unless prohibited).

Tokomaru

  • Tokomaru Domain when not being used for sporting or other community uses.

Shannon

  • Moynihan Park when not being used for sporting or other community uses.

Foxton

  • Victoria Park excluding sportsgrounds
  • River Loop Reserve.
  • Foxton Beach
  • Foxton Beach outside of ramp areas (South ramp to North ramp)
  • Cousins Avenue Plantation Reserve.

Waitarere 

  • Waitarere Beach outside of patrolled area.

Hokio

  • Hokio Beach.

Manakau

  • Kuku Beach.

Levin

  • Kowhai Park.
  • Argyle Avenue Reserve.
  • Kimberley Reserve (1).
  • Gladstone Reserve (1).
  • Kennedy Drive Park.
  • Notes: (1) Owners are to ensure dogs using both Gladstone and Kimberley Reserves are kept away from recognised swimming holes/areas used by the public, and any areas of bush.

Mangaore

Ohau

Areas Where Dogs are Banned

Listed below are areas where dogs are banned in the Horowhenua District, as contained in Schedule 1 of the Dog Control Policy 2015.

Levin Town during shop trading hours

The owner of any dog shall keep and prevent the same from being in that area of Levin Town defined as being the Oxford Street shopping area being all that public area including road, footpath, accessway, reserve, and shopping mall entrance between the Durham Street intersection with Oxford Street and Stanley Street intersection with Oxford Street, being more particularly known as Oxford Street, Levin.

Shannon Urban Area during shop trading hours

Plimmer Terrace, from Ballance Street to Grey Street, and Ballance Street from Plimmer Terrace to Venn Street.

Foxton Town during shop trading hours

“Town” is defined as being the Main Street and “Shopping Area” is defined as being all that public area including road, footpath, accessway, reserve shopping mall between the Ravensworth Street intersection with Main Street and the Union Street intersection with Main Street, being more particularly known as Main Street, Foxton.

Reserves, Parks and Other Areas - at all times

Tokomaru

Tokomaru Domain (during sporting or community usage times) and Horseshoe Bend Reserve.

Shannon

Shannon Domain and Hyde Park.

Foxton

Easton Park (including rugby grounds, swimming pool, and outdoor play area), Victoria Park sportsgrounds and Stuart Donnelly Park.

Foxton Beach

Foxton Surf Beach (from South ramp to North ramp) during the period of Daylight Saving times, Holben Parade Reserve (that area generally contained within Seabury Avenue, Nash Parade and Holben Parade) and the Bird Sanctuary area of Manawatu Estuary.

Waitarere

Waitarere Domain, Waitarere Beach (between flagged/patrolled area) during the period of Daylight Saving times, Rua Avenue Play Area, Waitarere Beach Motor Camp (except for Caretaker and Camp tenants but restrained on a leash at all times) and Holmwood Park.

Levin

  1. Parsons Avenue Reserve.
  2. Public Gardens, Remembrance Garden.
  3. Weraroa Reserve.
  4. Playford Park Motor Camp (except for Caretaker and Camp tenants but restrained on a leash at all times).
  5. Jubilee Park Play area.
  6. Donnelly Park Sportsgrounds.
  7. Levin Domain.
  8. Solway Park.
  9. Playford Park.
  10. Waiopehu Reserve.
  11. Muaupoko Park*.
  12. Levin Adventure Park (excluding dog exercise area)

*Note: Although Council is not responsible for this Park it is shown as a banned area in accordance with the requirements of the Horowhenua Lake Domain Board Bylaw which places restrictions on Dogs unless authorised by that Board.

Manakau

Manakau Domain.

Exceptions

Exceptions to the provisions for Levin Town, Shannon Urban Area and Foxton Town are given to:

  1. Police dogs present in the area in connection with Police work or Dog Search Team work.
  2. Dogs present in the area in connection with their function as Disability Assist Dogs.
  3. Dogs otherwise authorised for specified purposes.
