District Plan Review

Horowhenua District Council commenced the review of its Operative District Plan (1999) in 2009 in accordance with the requirements of the Resource Management Act 1991.

The purpose of the District Plan Review was to update the provisions of the Operative District Plan (1999) as well as introducing some new provisions to ensure that land use and subdivision in the Horowhenua District continues to be effectively provided for and managed.

On 14 September 2012 the Horowhenua District Council notified the Proposed Horowhenua District Plan and a total of 118 submissions were received. Hearings of submissions took place on during April and May in 2013. The decisions on submissions on the Proposed District Plan were publicly notified on 16 October 2013. Four appeals were lodged with the Environment Court, with all of the appeals settled via mediation.
