Proposed Plan Change 4 focuses on rezoning an area of land to the east of Levin. The area in question totals over 420ha and is currently zoned Greenbelt Residential (Deferred). Greenbelt Residential zoning allows rural lifestyle development to occur.
In response to population growth, the Horowhenua Growth Strategy 2040 identified Taraika (formerly known as Gladstone Green) as a growth area. This means the area has been identified as potentially suitable to be rezoned from Greenbelt Residential to a residential/urban zoning to allow for residential development and associated non-residential development (eg supportive commercial activities). Under the proposed zoning, the area could contain approximately 2,500 dwellings, a commercial centre, public parks/reserves, and potentially a primary school.
In addition to the proposed rezoning, Council has prepared a Master Plan for the area in collaboration with a number of landowners within Taraika. The purpose of the master plan is to guide future growth to ensure that the area develops in a cohesive, connected way with provision for infrastructure and social amenities. This is important given the size of Taraika and the number of landowners involved.
Proposed Plan Change 4 seeks to give effect to this master plan.

COVID-19 Alert Level Restrictions for the Hearing
Please be aware we are closely monitoring the COVID-19 situation and will be conducting the hearing in line with whatever restrictions are in place at the time. Under the current Alert Level 2 restrictions this includes the following:
- Scanning/signing in
- Wearing a mask (except when you are at the table presenting)
- Physical distancing. This will limit the number of people we are able to seat in the Council Chambers. For this reason we ask that if we are at Alert Level 2 restrictions, each submitter limit themselves to one support person where possible. The hearing will be viewable by weblink, so if you are not speaking you may prefer to keep up with proceedings this way.
- We will likely ring submitters in the days leading up to the hearing to ask about your plans to attend the hearing in person, so we can reserve seats for you. Beyond this, seats will be allocated on a first-in-first-served basis.
At Alert Level 3 or 4, the hearing will be conducted via audio-visual link (or by phone if you do not have internet access). If this situation arises, we will be in touch with each submitter who wanted to be heard to make arrangements.
