Long Term Plan 2021-2041 (Te Mahere Tūroa)

The Long Term Plan (LTP) is Council's key strategic planning document. It outlines Council's financial situation as well as the levels of service we're committed to for the activities we undertake and capital projects work programme for at least ten years (HDC completes a 20 year plan), with a focus on the first three years.

The Long Term Plan 2021-2041 was adopted by Council on 30 June 2021 and is available below (please note the large file size).

Long Term Plan 2021-2041 Amendment | Te Mahere Roa 2021-2041 Ngā Whakatikatanga

Council recently amended the LTP.  During 2022 it had become clear that Council needed to address several big issues to ensure water services our community expects, and relies on, could continue to be provided, to decide the future of the Levin Landfill and carry out the Rates Review.

The Long Term Plan 2021-2041 Amendment (LTPA) updates the LTP 2021-2041. The document available below includes both the updated information about the key issues we consulted on, and the unchanged material for the other areas so it provides all the current information in one place.

What’s in it?

The LTP is based on a prudent Financial Strategy that aims to manage the expected growth while living within our means. The Financial Strategy focuses on maintaining a balanced budget while ensuring infrastructural assets are resilient for future growth.

At the same time, Council is committed to continuing work on existing projects to maintain levels of service and replace existing assets such as stormwater improvements, renewing existing water and wastewater infrastructure, upgrades and improvements to infrastructure such as roads, shared pathways, and renewals of playgrounds and sports grounds.

In addition to the continued commitment to ongoing work, some new projects are on the cards. This includes more storage for high-quality drinking water supply to support the increased population, roading improvements due to Ō2NL, the rebuild of the Waitārere Beach Surf Club, and refurbishment of the Foxton Pool.

How did we get here?

The 2021-2041 LTP represents the second time for the Horowhenua District Council to prepare a 20 Year plan. Previously this Council has prepared 10 Year LTPs which is consistent with the minimum period required by legislation.

The 2021-2041 LTP Consultation Document was the compilation of approximately eight months of Council briefings and information that has been presented to Council and followed a community pre-engagement process that ran in October 2020.

Council adopted the LTP 2021-2041 Consultation Document and Supporting Information on 17 March 2021. A formal consultation and submission process followed with eight formal community consultation events held, enabling members of the community to engage with Council Officers and Elected Members.

The LTP 2021-2041 Consultation Document, as it is required to do under the Local Government Act, focused on the key challenges the Council was seeking community feedback on as well as some policy updates. These included:

• the Future of Foxton Pool;
• Infrastructure Funding – Development Contributions;
• changes to the Land Transport Targeted Rate; and
• changes to the General Rate.

Submissions closed on 19 April 2021 with Council receiving a total of 562 submissions. Hearings were held on 11-13 May 2021 with 52 submitters presenting their submissions to Council.

Officer responses and recommendations were prepared and these formed part of a suite of reports that officers compiled to provide advice to Elected Members to inform their deliberations on the submissions received.

The Long Term Plan 2021-2041 was adopted on 30 June 2021.

Key topics

During the deliberations Council made the following decisions on the key topics:

• Topic 1 – The future of Foxton Pool: Council resolved to continue with the proposed option 2; to make no changes to the existing pools, but replace the building covering the pools, upgrade the change rooms and restore the outdoor area to grass. The operating period would be extended to 12 months.
• Topic 2 – Infrastructure Funding – Development Contributions: Council adopted option 1, the reintroduction of development contributions to be effective 1 July 2021.
• Topic 3 – Changes to the Land Transport Targeted Rate: Council adopted option 1, to remove the land transport rate differential and that officers change the classifications in the Rating Information Database to recognise the change.
• Topic 4 – Changes to the General Rate: Council adopted option 1, creating a farming differential but also adding vacant lifestyle and vacant residential rating units to the farming differential definition.

The decisions made during deliberations, including the key decisions outlined above, have resulted in the following rate income increases for the first three years of the LTP.
