Horowhenua's Economic Development Strategy
Horowhenua's Economic Development Strategy 2014-2017 is a visionary but practical strategy to strengthen and grow the District's economy. It identifies challenges, priorities, actions and initiatives required to achieve increased investment, more jobs, higher skills, increased household income and an enhanced reputation of the District. The purpose of this strategy is to provide a roadmap for Council, business and the community to make decisions about our economic wellbeing. The strategy also highlights the interconnectedness of economic growth, community wellbeing, Council decision making, and our District's place in the world.
The strategy sets out five priorities:
- that Horowhenua become a regional centre for business;
- maximise the sustainable and productive use of natural resources;
- support infrastructure and policy that enables economic performance;
- partner high quality education, training and workforce services with local enterprise; and
- become a vibrant, sustainable and prosperous place to live.

Accelerate25 Action Plan
In July 2015, Central Government, in consultation with Horizons and district and city councils, commissioned a Regional Growth Study which identified a number of opportunities and key enablers to help realise our Region’s economic potential. The implementation programme from this study is known as Accelerate25.
The aim of Accelerate25 is to grow our regional prosperity between now and 2025. Business, iwi, local and central government have been working over the past year to create an Action Plan to unlock the opportunities.
To succeed, Accelerate25 will need the whole Region behind it. The programme is about realising a short and long-term vision for a prosperous, strong and vibrant Manawatū-Whanganui Region.

Te Pae Tawhiti
Te Pae Tawhiti is a strategy for Māori economic development across the Manawatū-Whanganui region, inclusive of Ngā Rauru Kītahi (Southern Taranaki), Rangitīkei (Rangitīkei-Marton), Horowhenua (Levin-Ōtaki) and Tamaki-Nui-A-Rua (Dannevirke regions). Te Pae Tawhiti recognises the distinctiveness of our region and incorporates the ideas, priorities and aspirations that our people identified and expressed. In that respect Te Pae Tawhiti reflects the vision of iwi, hapū and whānau for a future where economic growth can be realised as a conduit to the sustainability and wellbeing of whānau, lands, waterways, marae, language and future generations.
