Barry Judd


Barry is the Operations Manager of the Horowhenua Learning Centre (HLC) and is also serving his 5th term as a Councillor for the Horowhenua District Council. He has lived in Levin for the past 23 years, and is passionate about the Horowhenua community. Barry is one of Horowhenua’s leading ambassadors for the benefits of education, with particular focus on young people. He has been instrumental in the establishment  and rise of HLC, which in 2015 was named the Horowhenua-Kapiti Business of the Year.  Barry has also played a key role in the negotiation of a joint venture partnership with UCOL to bring tertiary training to Horowhenua.  Barry has also formed close working relationships with the Ministry of Social Development, and has instigated one of New Zealand’s most effective  supported employment programs. Barry believes that Horowhenua has a unique opportunity to join industry and education to provide better outcomes to both businesses, learners, families, and the wider community.
