The second phase of the public submission process for a Plan Change is the Further Submission phase. In this phase anyone has the opportunity to support or oppose any points raised in the original submissions made during the first phase. These comments are called Further Submissions.
In making a Further Submission you can refer to either the entire original submission or to particular points in the original submission. You may want to support some of the decisions requested and oppose others within the same original submission.
Further submissions can only be made in support of, or in opposition to, points raised in the original submissions. Any submission you make must include your reasons why you support or oppose the original submission.
After the closing date for the first phase of public submissions, Council Officers will prepare a report that provides a summary of all the decisions requested by submitters. This report is called a Summary of Submissions.
The Council will publicly notify the availability of this report for inspection. The public notification will commence the Further Submission phase of the submission process.
Yes, if you made a submission during the first phase you will be sent a letter advising you of the closing date to make a Further Submission and of the availability of the Summary of Submissions Report.
Anyone can make a Further Submission. You do not need to have already made a submission or been previously involved in the process.
The Council has Further Submission forms (Form 6) which you can use to make your Further Submission. You are not obliged to use this form, however if you choose to use your own form please make sure that you follow the requirements of Form 6 of the Resource Management (Forms, Fees, Procedures) Regs 2003.
Failure to include all the necessary information or complete the form correctly may prevent your Further Submission from being able to be considered.
You must make sure a copy of your further submission is received by the Horowhenua District Council before the closing date. If you are unsure of the closing date check the notification advertisement or contact the Council to confirm.
Within 5 working days of submitting your Further Submission to the Horowhenua District Council you also need to send a copy of your Further Submission to the person or organisation whose original submission you have submitted on.
