Horowhenua District Plan

The Horowhenua District Plan became operative on 13 September 1999.

It is a document that places controls on land use and subdivisions, and specifies particular environmental outcomes to protect and safeguard the environment for future generations.  It sets a framework of right to using the environment and imposes obligations to protect it.  Council is required to prepare such a Plan under the Resource Management Act.

The Horowhenua District Plan comes in two volumes, one for the text and one for the maps.  Copies of the Horowhenua District Plan are available for inspection at the Horowhenua District Council office in Levin, the Foxton Customer Service Centre, the Horowhenua Libraries, or online below. 

If you wish to purchase a copy of the District Plan please contact the Planning Department on phone (06) 366 0999.  The costs for physical copies are:

  • $50 (GST inclusive) for the Plan text
  • $90 (GST inclusive) for the Plan maps
  • $140 (GST inclusive) for the Plan text and maps
  • Postage will be additional.


Plan Changes to District Plan


Since the Horowhenua District Plan became operative there have been 16 plan changes approved (Plan Changes 1-10 and 13-18).

There are currently three plan changes (Plan Changes 19, 22 and 23) that have been notified but the hearings for these are yet to be held.

The hearings of submissions on Plan Changes 20 and 21 have been completed, however the decision on the Plan Changes have yet to be issued.

Gladstone Greenbelt Residential Structure Plan
Council has been requested to adopt the Gladstone Greenbelt Residential Structure Plan for inclusion in the District Plan review for Area 7 within the Levin Development Plan. The area is generally enclosed by Queen Street East, Gladstone Road, Tararua Road and State Highway 57 (Arapaepae Road) as being appropriate for “greenbelt residential” subdivision and development.To view the report and plan please click on the links provided below.

Recently Approved Plan Changes

Approved Plan Change 17: Tararua Road Growth Area

Plan Change 17 has the effect of changing the Rural zoning of land located to the south of Levin in an area bounded by Arapaepae Road, Tararua Road, and the existing adjoining residential and industrial areas of Levin. 

This Plan Change amended the Rural zone to “Residential 1” in the northern portion of the site and “Industrial” in the southern portion of the site.

Plan Change 17 became operative on 26 May 2008.

Approved Plan Change 18: 20-24 Fairfield Road: Black Orchids Ltd.

Plan Change 18 has rezoned Lots 4 and 5 DP 90543 (the Black Orchids property on the east side of Fairfield Road, Levin) from a “Residential” zone to a “Fairfield Road Special Residential 1” zone.

Plan Change 18 became operative on 7 April 2009.  A copy of the decision can be viewed here: Decision.


Proposed Plan Changes

Proposed Plan Change 19: Karaka Street/State Highway 57, Tokomaru: Stevensons

Proposed Plan Change 19 was publicly notified on 9 August 2008.  The period for submissions closed on 8 September 2008. 

The hearing for this Private Plan Change is to be held Friday 4 December 2009, at the Horowhenua District Council Chambers, 126 Oxford Street, Levin commencing at 2.00pm.

Proposed Plan Change 20: Rural Subdivision

Proposed Plan Change 20 was publicly notified on 10 January 2009.  The period for further submissions closed on 27 April 2009.  The hearing for this plan change was held in August 2009.  No decision on this plan change has been issued yet.

Proposed Plan Change 21: Greenbelt Residential Zone and Urban Growth

Proposed Plan Change 21 was publicly notified on 10 January 2009.  The period for further submissions closed on 27 April 2009.  The hearing for this plan change was held in August 2009.  No decision on this plan change has been issued yet.
