Horowhenua District Plan
The Horowhenua District Plan became operative on 13 September 1999.
It is a document that places controls on land use and subdivisions, and specifies particular environmental outcomes to protect and safeguard the environment for future generations. It sets a framework of right to using the environment and imposes obligations to protect it. Council is required to prepare such a Plan under the Resourse Management Act.

The Horowhenua District Plan comes in two volumes, one for the text and one for the maps. Copies of the Horowhenua District Plan are available from the Planning Department on phone (06) 366 0999, at the Horowhenua Library, or online per below.
The cost for physical copies are:
- $50 (GST inclusive) for the Plan text
- $90 (GST inclusive) for the Plan maps
- $140 (GST inclusive) for the Plan text and maps
- Postage will be additional.
