Why is the District Plan being reviewed?

If any part of the District Plan has not been reviewed for 10 or more years, there is a legal requirement to review it.  The current District Plan was approved in September 1999.  Although some changes have been made to the District Plan since then, the majority of the District Plan is now more than 10 years old and therefore legally must be reviewed.
