District Plan Review
SHAPING HOROWHENUA
Shaping Horowhenua is the name of the District Plan Review project that the Council launched in December 2009.
The Shaping Horowhenua project provides an opportunity for ratepayers, residents, visitors, businesses, and interest groups to have a say on shaping the future of Horowhenua.
The current District Plan became operative in September 1999, which means that many of the provisions in the current District Plan are now more than 10 years old and legally need to be reviewed.
This project will involve reviewing the existing policies and rules that manage and protect our local environment, including those policies and rules that control what you can and cannot do on your property.
What sort of review is the Council undertaking?
The Council is undertaking a complete review of the existing Operative District Plan. The review is being undertaken as a rolling review as we have already made considerable progress on three significant plan changes (Plan Change 20 - Rural Subdivision, Plan Change 21 - Urban Growth & Greenbelt Residential, Plan Change 22 Outstanding Natural Features and Landscapes).
Unlike some other Councils who are reviewing their District Plan one section at a time, we are aiming to review our entire District Plan in one go (with the exception of the three plan changes already underway).
Discussion Documents
Council recently released a Discussion Document for consultation. Entries for the prize draw have now closed, however we still value your input and welcome feedback on the Discussion Document.

There are two versions of the Discussion Document: a Summary version and a Full version. Both versions cover the same issues and ask the same questions, but the full version goes into much more detail and outlines some of the options the Council is considering.

Every person who provided feedback on the Discussion Document before 21 November 2011 went into the draw for one of four prizes of grocery vouchers.
