Pensioner Housing Additional Tenancy Conditions
Below are Horowhenua District Council's general Terms and Conditions for occupying a Council flat:
Occupancy
- No persons other than the tenant are to reside in the premises.
- No dogs are allowed on the premises (outside or inside).
- Smoking is not permitted inside the flats.
- Vehicle parking is provided for one vehicle only.
- The tenant is responsible for keeping the flat in a clean and tidy condition.
- No fixings, hooks or cellotape to be used on the walls inside the flat, picture hooks or the adhesive removable plastic hooks may be used.
- It is the responsibility of the incoming tenant to ensure that a supply application is lodged with an energy company prior to moving into the flat.
- The tenant is responsible for outgoings that are entirely contributable to that tenant. This includes electricity and phone.
- Portable gas heaters are not be used in any Council flat.
- No food scraps are to be thrown on the grass outside of units.
- No alterations to the outside or inside of the house are permitted without Council approval. A request for any installation or alteration must be received by Council in writing and should include a list of details and a diagram of proposed works. If approved, the tenant is responsible for any costs associated with the installation or alteration. The tenant, on termination of the tenancy, must remove all installations or alterations and return the unit back to its original state at their own cost.
- The Council will not get involved any personal disputes with neighbours. If there is a concern for the safety of the other tenants a complaint should be made in writing to the Council.
Maintenance
- Council will maintain the exterior of the building, lawns and grass edges.
- Replacement light bulbs and batteries for the heat pump remote controls are the tenant’s responsibility.
- Lockouts will be charged a call-out fee of $20, replacement keys are the responsibility of the tenant, available only from Secure-T-Plus.
- Tenants will be charged for repairs to damage directly attributable to their actions, including glass.
- Any Contractors that are hired by the tenant without the consent of Council are at the cost of the tenant.
- All maintenance issues are to be directed to Council's 24 hour service on (06) 366 0999. Please do not contact any tradesperson directly.
