Fees & Charges - Environmental Health

Horowhenua District Council's Environmental Health fees and charges for the 2011/2012 financial year are provided below. 

All fees are stated as GST inclusive but are subject to any increase in GST.  Council reserves the right to review any fees and charges at any time.  Please check with Council for any updates.

Environmental Health charges are imposed under Regulation 7 of the Health (Registration of Premises) Regulations 1966 and Regulation 83 of the Food Hygiene Regulations 1974 to recover the cost to the Horowhenua District Council of providing environmental health services.

An Accreditation Charge of $25.00 applies to some Food Premise Licences. This charge will be identified on invoices.

Point score totals are taken across the 4 criteria laid down in Council’s Food Hygiene Bylaw, covering the factors of ‘Premise, Practices, Cleaning and Training’, each having a scale between 1 and 5. The scores are added together to give a points total, maximum points available being 20, with the higher the score, the better the premise. 

Example

A well-run lunch bar scoring 20 points. Take the weighting (in this case 100), divided by the score of 20 points gives a risk factor of 5 which determines their grading (1-5 ‘A’ grade; 6-10 ‘B’ grade; 11-25 ungraded. Their points score of 20 determines the registration fee paid. This premise would have their registration fee calculated as follows:

Fee = (Risk Factor 5 x Degree of Risk 15) + $170 + GST = $275.65) rounded up 50 cents, to $276.00

If the same lunch bar was poorly operated and had a risk factor of 10 the fee would be:

Fee = (Risk Factor 10 x Degree of Risk 20) + $170 + GST = $416.25 rounded up 50 cents, to $416.50
