The Horowhenua District Council operates and administers a number of Grant funds. These are:

A sum of $42,000 is provided each financial year to assist organisations in the district that are charitable, non-profitable and dependent on community support. Eligible groups are ones that provide a community service free of charge and have no other source of funds or have limited revenue-generating capacity.
The availability of the fund is publicly advertised each June with applications closing at 5.00 pm on the last working day of July. The closure date for the lodgement of hard-copy applications is Friday, 30 July 2010.
Applications are considered by the General Grants and Rural Halls Subcommittee in late August with their recommendations going to the next meeting of Council for ratification.
Applicants will then be notified of the outcome of their application in either September or October.
Successful applicants are required to complete a General Grants Accountability Form (PDF, 37 KB) certifying the funds have been correctly used.

A sum of $25,000 is provided each financial year to assist rural hall societies, etc. to maintain their halls to an appropriate standard. This amount also covers insurance for the replacement of the building.
Each hall society is contacted each year (normally June) and invited to make application to the fund.
Applications close at 5.00 pm on the last working day in July. The closure date for the lodgement of hard-copy applications is Friday, 30 July 2010.
Applications are considered by the General Grants and Rural Halls Subcommittee in August with their recommendations going to the next meeting of Council for ratification.

A sum of $4,000 is provided each financial year to assist residents of the Horowhenua District who have been selected to represent New Zealand at an international sporting or arts and culture event.
Applications may be made on an ongoing basis throughout the year (1 July to 30 June) but must be applied for prior to the event taking place.
Grants range from $200 - $500 per person depending on the event and where it is located. Grants can be made on a team basis where more than one resident of the district is attending the same event.
Successful applicants are required to submit a report on the event they attended, commenting on the benefits that will result for the local sport or arts and culture organisation.
Council will also supply a pack of information that can be used to promote the district while at the event.

The Horowhenua District Council has made available a sum of money that is paid annually to local residents associations (to assist them with operating costs) and rural schools with pools (as a possible source of water for fire fighting).
Grants are paid annually in April of each year.
Applications should be submitted in writing to the Special Projects Officer if you wish to apply for funding from this source.
A sum of $15,900 is provided each financial year to assist local organisations to promote events outside the District in an effort to draw more visitors to the event and the region.

The Marketing Grants Subcommittee considers applications in August with their recommendations going to the next meeting of Council for ratification.
Applicants will then be notified of the outcome of their application in either September or October.

The Horowhenua District Council administers the Creative Communities NZ Scheme on behalf of Creative NZ.
Twice a year Council is allocated $12,000 by Creative NZ to be used to assist organisations to fund projects that increase access to or participation in the Arts. There are two funding rounds each year. Applications close on 28 February and 31 August, with the funding rounds having been publicly notified the previous month.
A committee comprising representatives of Council, Iwi, and members of the public with an interest in arts and culture, consider the applications with the outcome being notified approximately six weeks after the close off date.
The Creative Communities Scheme has been reviewed by Creative NZ. The changes made take effect from 1 July 2010 and involve an updated application form and guide to applicants. Council's CCS Administrator has provided a background to these changes as they affect this district.

Creative New Zealand requires all successful applicants who receive funding from the Creative New Zealand Local Arts Funding Scheme to acknowledge the source of funding received by including their logo on any promotional material undertaken with their project. This can cover pamphlets, brochures, programmes and tickets or standard advertising of the activity, etc.

In addition, Council operates a Small Grant Fund under the Creative Communities Scheme. Applicants may seek funding up to $300.00 for one-off projects that fit the eligibility criteria of the main fund. The Small Grants Fund operates throughout the year.
