Summary of Submissions on Plan Changes 22 and 23 to the Horowhenua District Plan

Public notice is hereby given in accordance with Clause 7 of the First Schedule of the Resource Management Act 1991 that the Horowhenua District Council has prepared a summary of all decisions requested by persons making submissions on Plan Changes 22 and 23 to the Horowhenua District Plan.
The Summary of Submissions for each Plan Change together with full copies of the original submissions, are available for inspection at the following locations during opening hours:
- Horowhenua District Council – 126 Oxford Street, Levin
- Foxton Service Centre – Main Street, Foxton
- Horowhenua Public Libraries – Levin, Foxton & Shannon
- Tokomaru Store – 2 Tokomaru Road, Tokomaru

Further Submissions
The Horowhenua District Council is now calling for further submissions in support of, or in opposition to, the submissions lodged to Plan Changes 22 and 23.
Any person can make a further submission. A further submission can only support or oppose submissions that have already been made, and cannot introduce additional matters. Any further submission must clearly state the number of the original submission to which the further submission relates.
Further submissions must be made in writing in the form prescribed (Form 6) in the Resource Management (Forms, Fees and Procedure) Regulations 2003 or similar, including further submissions via email. Further submission forms are available from any of the facilities referred to above or can be downloaded from District Plan Changes.
IMPORTANT: Any person making a further submission to Plan Change 22 or 23 must serve a copy of their further submission on the person who made the original submission within five (5) working days of lodging their further submission with the Council.
The closing date for making a further submission is: 5:00pm Wednesday, 31st March 2010.

Process
Once the closing date for lodging further submissions has passed, the Council will convene hearings to consider submissions and further submissions that have been lodged and issue decisions on the matters raised.
Anyone who has made a submission or further submission and has indicated that they wish to be heard will have the right to attend the hearings and present their submission.
Following the hearing the Council will give notice of its decision on the Proposed Plan Change (including its reasons for accepting or rejecting submissions.
Any person who has made a submission has the right to appeal the decision on the Proposed Plan Change to the Environment Court.
