Submissions Close Soon on Proposed Plan Changes

Council publicly notified two proposed plan changes to the Horowhenua District Plan (Plan Changes 20 and 21) on 10 January 2009. These plan changes address two very important issues within the Horowhenua - rural subdivision and urban growth.
Plan Change 20 addresses the existing rural subdivision provisions - which are currently based on soil classification - by introducing policy provisions and rules that are based on the landscape characteristics of identified landscape areas, known as domains.
Plan Change 21 aims to manage new urban growth areas for residential development and introduce new provisions to the District Plan for areas adjacent to existing townships, to be called Greenbelt Residential areas. These Greenbelt Residential areas provide a transition between rural and urban environments.
The Council is now calling for members of the public to make written submissions on these plan changes. Anyone can have their say by forwarding a submission to the Council before 5.00 pm, 27 February 2009.
A letter and two information brochures explaining the plan changes were sent to all Horowhenua ratepayers soon after the proposed plan changes were notified. Any submission must be made in writing (handwritten, typed or printed is acceptable) and follow the form set out in the Resource Management (Forms, Fees, and Procedure) Regulations 2003 (Form 5). Submission forms are available from the Council Office or can be downloaded by clicking here.
Any submission on Plan Changes 20 or 21 must be received by the Horowhenua District Council before 5.00 pm, 27 February 2009.
