Notification of Proposed Plan Changes 20 & 21

The existing Horowhenua District Plan has been operative since September 1999 and the District has experienced an increasing amount of rural subdivision and development in that time.

The current "one size fits all" approach of the District Plan to rural subdivision has proved to be too flexible with minimal foresight into the implications for the environment, infrastructure needs, or the effect on our landscape. As such, Council are seeking to undertake two plan changes to the current District Plan.

On Saturday, 10 January 2009 Council publicly notified Plan Change 20 and 21. Submissions for these plan changes close at 5.00 pm, 27 February 2009. 

Plan Change 20 will address the existing rural subdivision provisions which are currently based on soil classification, by introducing policy provisions and rules that are based on the landscape characteristics of identified landscape areas, known as domains.

Plan Change 21 will manage new urban growth areas for residential development and introduce new provisions to the District Plan for areas adjacent to existing townships, to be called Greenbelt Residential areas. These Greenbelt Residential areas provide a transition between rural and urban environments.
