Further Submissions Called on Plan Changes 20 & 21

The first phase of public submissions on Plan Changes 20 and 21 closed on 27 February 2009 and after receiving more than 150 submissions, the Summary of Submissions reports have been prepared and further submissions are now being called for.

Plan Change 20 addresses the existing rural subdivision provisions while Plan Change 21 manages new urban growth areas for residential development and introduces new provisions to the District Plan for areas adjacent to existing townships which will be called Greenbelt Residential areas.

Sixty-two submissions were received in relation to Plan Change 20 and 92 in relation to Plan Change 21, covering a wide range of issues regarding the proposed changes.

The availability of the Summary of Submissions reports for each Plan Change was publicly notified in the Horowhenua Mail on the 26 March 2009.  These reports provide a summary of all the decisions requested by submitters. 

Copies of the Summary of Submissions reports, the full submissions and the Plan Change documents are available for public inspection at the following locations during opening hours:

• Horowhenua District Council – 126 Oxford Street, Levin
• Foxton Customer Service Centre – Main Street, Foxton
• Horowhenua Public Libraries -  Levin, Foxton and Shannon
• Tokomaru Store – 2 Tokomaru Road, Tokomaru

Any person is entitled to make a further submission, however it can only be made in relation to points raised in the original submissions, and can not raise any additional matters.  For more information on making a further submission click here.

Further submissions must be made in writing and should be made on the form prescribed (Form 6) in the Resource Management (Forms, Fees & Procedure) Regulations 2003 or follow the same format.  Further submission forms are available from any of the locations referred to above and can be downloaded by clicking here.

Further submissions on Plan Changes 20 and 21 must be received by the Horowhenua District Council by Monday, 27 April 2009 at 5.00pm.

Once the closing date for further submissions has passed, the Council will convene hearings to consider the submissions and further submissions.  Although no date for the hearings for these Plan Changes has been set, it is likely that hearings will not be held until July.  Submitters will be directly notified of the hearing date and venue.

Any person who has made a submission on Plan Change 20 or 21 and has not received a letter notifying them of the availability of the Summary of Submissions is advised to contact the Council.
