  This volume includes setting out the visions and desired outcomes the community would like to see for the Horowhenua district in 2016.
  
  
• Volume 3 - Council's Role:
  This volume includes Statements of Proposals for: Proposed Development Contributions Policy; Proposed amendment to Significance Policy; Proposed amendment to Rates Remission Policy; Proposed Changes to Revenue and Financing Policy; Land Transport Programme.
