Reserve Management Plans

Overview

Under the Reserves Act 1977, Council is required to develop and review management plans for reserves under its control for the purpose of providing for the use, enjoyment, maintenance, protection, preservation and development of these reserves.

Council has approximately 60 Reserve Management Plans, many of which were prepared in 1999 and 2000. Council has commenced the review of its Reserve Management Plans to ensure that the information and guidance these plans provide on the management and vision of reserves for both Council officers and the community is up-to-date and accurate. This review will take place over several years, with user groups, neighbouring properties and the general public having the opportunity to input in to the process if they want to.

Parks and Reserves General Policy Document

As a priority in the review of the Reserve Management Plans, Council began by reviewing its Parks and Reserves General Policy Document. The Parks and Reserves General Policy Document was approved on 6 April 2016. This document outlines the objectives and policies that are common for most reserves throughout the District. It aims to ensure a level of consistency across reserves and to reduce unnecessary repetition in ‘site specific’ Reserve Management Plans.

Foxton Reserves - Management Plan Review Information

At the end of 2016 Council publicly notified its intent to review the reserve management plans for:

  1. Easton Park (including Pataka Park)
  2. Flax Mill Reserve
  3. Foxton River Loop Reserve
  4. Ihakara Gardens
  5. Seaview Gardens
  6. Stuart Donnelly Park
  7. Victoria Park

During this time Council called for members of the community to put forward any comments or suggestions they had on how these reserves might be used, managed and developed in the future. This feedback has helped shape the Draft Foxton Reserves Management Plan, a combined management plan for the above reserves. This Draft Plan is now open for feedback, from 3 May to 3 July 2017.

We're seeking your feedback on the Draft Foxton Reserves Management Plan. There are several ways you can provide feedback:

  • Select the 'Submit online' button below and enter your comments online.
  • Download the print version of the submission form available below and either post, email or bring it in to Council's Offices in Levin (126 Oxford Street, or Te Takere), Foxton (Clyde Street); or Shannon (Plimmer Terrace). All submissions sent by post should be addressed to: Draft Foxton Reserves Management Plan Submission, Horowhenua District Council, Private Bag 4002, Levin 5540. 
  • Come along to the family-friendly Open Day on Saturday, 10 June 2017 from 11:00am to 2:00pm outside the front of Foxton Pool on Main Street.

The submission form can also be picked up from the Council Offices in Levin (126 Oxford Street, or Te Takere), Foxton (Clyde Street); or Shannon (Plimmer Terrace), or by telephoning Council’s Customer Service Centre, Levin, on (06) 366 0999. 

Submitters should advise whether they wish to be heard when submissions are considered.  A meeting will be scheduled after the consultation period has closed. Submitters are advised that pursuant to the Local Government Act 2002 and subject to the Local Government Official Information and Meetings Act 1987, all submissions shall be made available to the public.

Submissions close at 5.00pm on Monday, 3 July 2017.

Waitarere Beach Reserves - Management Plan Review Information 

In May-June 2016 Council publicly notified its intent to review the reserve management plans for Waitarere Domain, Holmwood Park, the Wairarawa Stream Reserve (including Hudson Reserve) and the Waitarere Beach Foreshore Reserve. During this time Council called for members of the community to put forward any comments or suggestions they had on how these reserves might be used, managed and/or developed in the future.

Council then drafted a reserve management plan for Waitarere Beach Foreshore Reserve and a combined reserve management plan for Waitarere Domain, Holmwood Park and the Wairarawa Stream Reserve. These two draft reserve management plans were made available for the public to view and have their say on.

Submissions closed

Written comments, suggestions or objections in relation to one or both of the above draft reserve management plans closed on Friday, 17 March 2017. Once set, the date for the hearing of submissions will be advised.

Ohau River Reserves - Management Plan Review Information

In May-June 2016 Council publicly notified its intent to review the Ohau River Reserves Management Plan. The Ohau River Reserves include Gladstone Reserve, Kimberley Reserve, Kirkcaldies Reserve, an access way off Muhunoa East Road and Parikawau Reserve. During this time Council called for members of the community to put forward any comments or suggestions they had on how these reserves might be used, managed and/or developed in the future.

Council then drafted a new management plan for the Ohau River Reserves and made it available for the public to view and have their say on.
