Long Term Plan 2015-2025
Horowhenua District Council's 2015-2025 Long Term Plan (LTP) is Council's key strategic planning document. It outlines the Council's financial situation as well as the levels of service Council is committed to for the activities it undertakes and capital projects work programme for the next ten years, with a focus on the first three years.

In 2016 Council consulted with its community on a Community Housing Proposal. After a comprehensive review process which included community consultation, Council resolved on 13 April 2016 that:
- Horowhenua District Council no longer provides Pensioner Housing as a core Council service:
- Horowhenua District Council seeks expression of interests from Community Housing Providers for the stock transfer of Council’s Pensioner Housing Portfolio;
- Horowhenua District Council continues to take a leadership role in advocating and facilitating for wider community issues with regards to accessibility and affordability of quality housing.
The Long Term Plan Amendment 2015-2025 has been amended to reflect these changes. The review identified that the most sustainable way forward for delivering pensioner housing in Horowhenua is to transfer the stock and the responsibility to a Community Housing Provider that has the focus and resources to respond to the various social housing needs that our District may have over time. During the course of the 2016/2017 financial year Council will be leading a robust procurement and evaluation process to find the best provider to deliver Community Housing in Horowhenua.

In preparing the LTP 2015-2025 Council considered at length the major infrastructure investment that was identified as being required in our asset management plans and the Infrastructure Strategy. These projects are required to meet a number of consenting processes, national standards and to respond to demand from within the District. The financial impact of the infrastructure programme is quite significant, both in terms of community priorities, our capacity to undertake the projects, the debt servicing operational and replacement costs and, above all, affordability for the residents within our District.
